it is possible, but I don't think it could be better. The gratest civilizations (in history) used money. The Ancient Rome, the middle ages... and our civilizaton. As I said before MONEY is good. ...

But you could not live in a world without money. Would you like to sketch out an idea of how this world would work?
The way that society has developed and the change of people's wants is what makes money integral to everyday activities. You don't, however, have to be greedy. Money is not equal to greed. That is entirely up to you.
Now, there is also Nothing Wrong with having a lot of money. The problem arises if the way in which you have come by this money is not entirely fair. And even Fair Trade coffee is not entirely fair. Therefore there are many implications in the use and acquisition of money which give it a bad reputation. If money was a reflection of your abilities to contribute to the economy, it would be a very efficient means of allocating purchasing power. However, it is not, as it is closely linked to wealth and all this other stuff.
Money by itself is just a medium of exchange and valuation. These bits of paper do not reflect their value in cost of production! Therefore it is how we *use* this money that causes the problems.

Our police force need the kind of power they have in Russia, being able to arrest without probable cause.

I think he meant that the police in Russia has the ability to arrest without any order people which are not criminals - if yoy are suspicious they can arrest you. However, in America you MUST do something wrong to be arrested. Get it?
P.S.
I do wish to express my concern on the fact that I am not fully sure about what I said...

What about if you will do something wrong and they just ignore you? Summarised - Russian police has the right to do "heuretistic" crime preventing.

In Poland this is like that: When someone is saying, that the other person did something wron the police can arrest him fo 48 howers. After taht they can arrest him for next 3 months (after accusation) till the process begin. And after process it depends...
In US is difrent?

"Probable cause" is a reason or any means that would hint or sway the police officers into believing that arresting a suspect would hold meaningful grounds. For instance, if you were disobeying any law in their witness, or if their K-9 unit could sense drugs on you, this is enough for arrest.
However, "threats," or anything vocal is not normally an arrestable offense, except in public places.
Police in the US, however, CAN watch suspicious activity and act upon it, but an arrest cannot be made until evidence shows them that they can do so.
