I learn English, and it will be great if you explain the meaning of the word "rock".

Because my character is a God-type, his eyes are entirely white to symbolize that.

Normally, a "rock" is a solid object constructed of earth (like a boulder.) A relatively hard, naturally formed mineral or petrified matter; stone.

"Rock" could also mean a type of music, a harsh sounding symphony.

In this case, when I say "You Rock," it is a form of slang, but it's a positive compliment in saying that I really admire and appreciate Protv Scar's work. I hope that explains it for you.

Russian is the same. E.g. "cool" can be translated "круто" that normally means "abruptly" or "sternly".
